A technical, ground-level look at pool construction in Dubai and why Green Creation runs the whole build in-house.
Last year, Dubai Municipality approved almost 9,000 private pools across the emirate. A growing number of these permissions are being given to a small group of contractors who do the whole building process in one place. It is not a mistake that they are combining. There are many trades that go into making a pool: structural concrete, waterproofing, tiling, filtration, electrical work, and gardening. All of these trades have to work together smoothly so the pool doesn’t leak, crack, or fail inspection. People in Dubai who are looking for swimming pool builders are usually trying to find someone who can do all of that without giving the job to five different freelancers who never talk to each other.

What a swimming pool contractor in Dubai is actually responsible for
A pool contractor is more than just the crew that pours concrete. The responsibility for the preparatory and support work, the steel cage, the shotcrete or poured concrete shell, the waterproofing membrane, the tiling and coping, the plumbing and filtration loop, the electrical bonding for pumps and lighting, and the final testing and water balance prior to handover of the project shall be the responsibility of one company.
Most projects go poorly at the interfaces between trades. A tiler inexperienced with waterproofing sub-floors will be unaware they are drilling through a barrier. An electrician who doesn’t know the bonding rules for a pool may miss an earth continuity requirement that only shows up during an inspection or, worse, after someone is shocked by a pool light years later. Ask any contractor who wants to work on your job directly. How many of these trades do you contract yourself, and how many do you contract through subcontractors? A straight answer tells you quite a bit about how the building will go.
The build sequence, stage by stage
First, holes are dug and the shoring is put in. The holes and shoring are cut to fit the footprint of the pool plus the working space. This is usually 600 mm to 1 m on each side of the shell. Shoring is more important than most people realise in Dubai’s sandy soil.
The inability to prevent the dig edge from collapsing is a common reason for project delays. The next level is structural steel. This level is a reinforced cage fixed to the engineering drawings. The spacing of the bars and the thickness of the cover are checked against the estimates of the structural engineer, not by guesswork on the job site.
Once the shape is chosen, the shell is built up with poured concrete or sprayed shotcrete. Shotcrete is best for forms with many curves and lines that are not visible, as it can follow a sculpted shape without requiring forms on both sides. Once the shell is cured, waterproofing is applied prior to tiling. This procedure is normally performed with a liquid-applied cementitious crystalline system or membrane. This process is the step that’s most likely to be rushed in a low-budget job. This step will determine whether the pool remains watertight for 20 years or starts to leak through tiny cracks.
The tiling and cope are only applied after a water test on the bare shell. Ask the contractor why they want to tile over a shell that has not been tried before. That will save you a week’s work. Filtration, plumbing and electrical work are done simultaneously with the shell stage. Pipe sleeves and conduit are cast into the concrete rather than chased in later.
Commissioning includes filling, balancing the chemicals, testing the equipment and a walkthrough with the owner. During the walkthrough, the worker should demonstrate to the owner how to use the pump, heater and automation system, instead of just handing the owner a manual and walking away.
Concrete pools versus GRP and fibreglass pools
A concrete or gunite pool is built shape by shape on site, allowing complete freedom of design for irregular plots, vanishing edges and integrated features such as raised spas or swim-up bars. Build time typically runs 10-14 weeks depending on complexity and approvals.
GRP or composite fibreglass pools are constructed off-site and craned into an excavated pit. Once the site is prepped, installation can be done in days, and the smooth gel-coat interior is less prone to algae than tiled concrete in the long run. But the trade-off is a fixed range of shapes and sizes, making it a non-starter for anyone looking for a custom footprint.
Neither option is always better. A narrow plunge pool set up on a rooftop will generally need concrete, usually a certain shape. If speed and low maintenance are more important than a bespoke shape, then a standard rectangular family pool is often better suited to GRP. Permits and approvals: Dubai Municipality, DDA, and Trakhees
The authority that will grant a pool depends on the location of the property. Most of the private and mainland neighbourhoods are part of the municipality of Dubai. Trakhees manages Dubai World, Palm Jumeirah and Jebel Ali frameworks. The Dubai Development Authority governs certain free zone areas, including developments near the DIFC.
Each authority requires structural drawings signed off by a licensed engineer, a site plan showing how far back the property lines are and a geotechnical assessment for pools close to the foundation of a villa. After the papers are ready, the processing usually takes between two and four weeks. If the first submission comes back with missing calculations, it may take longer. When a contractor has pulled hundreds of these permits, they know exactly what each authority wants in what format and almost never have an application denied. A contractor on their fifth project in Dubai will make mistakes that take weeks to fix. This is a quiet reason why experience matters more in this job than in most home improvement jobs.
Materials that hold up against Dubai’s climate
In July, dark pool tile can get hotter than 60°C, and for six months of the year, UV rays are at some of the strongest levels on Earth. That means you can’t use a few finishes that would work well in warmer places. Ceramic tiles don’t hold colour or prevent UV fading as well as porcelain and vitrified tiles do. 316-grade hardware and fittings made of stainless steel are resistant to chlorine and coastal humidity, which can quickly damage cheaper fittings.
As important as the tile is the coping stone. Light-coloured natural stone or engineered stone is cooler on the feet than dark porcelain tiles tiles. This is a big deal for people walking around the deck barefoot in August at 2 p.m.

We have one in-house team that deals with design, structural build, MEP and finishing, so the same project manager who signs off on the structural steel is also responsible for the tiling and the final water test. Nothing is outsourced to a subcontractor that we do not directly supervise.
We do not provide a quote before visiting the site. Every project starts with a site visit and soil check. We break down the cost of excavation, structure, waterproofing, tiling, filtration equipment by brand and model, electrical work, and permit fees so that a client knows what they are paying for instead of a lump sum.
We handle the Dubai Municipality or Trakhees submission ourselves, including structural drawings and geotechnical reports if required, and follow it through to issue, rather than leaving the client to chase.
On the build itself, we do a water test on the bare shell before any tiling begins on every project, no exceptions. Our standard warranty is 10 years on structural work and the manufacturer’s term on equipment (generally 2-5 years depending on the pump and filtration brand installed).
